You need to install TWRP or CMW recovery and the recovery that worked for me is Here This thread has the detailed instructions on how to install CMW and this thread also has the link to the thread that has the link to download the CMW file.
To install CM 12 you need to download the files in the above XDA link (do not forget to download the gapps) and copy both .zip files to your phones internal memory and then reboot into recovery mode (for this you need to power off the phone and then press volume up and power button at the same time).
Once in recovery mode do wipe partition, wipe cache, and wipe dalvik cache and then install the CM 12 from SD card and then followed by gapps in System 1. If you are not sure about installation via recovery please search this forum for instructions.
REMEMBER TO TAKE BACKUP BEFORE DOING ANY OF THIS SINCE THIS INSTALL WILL WIPE ALL DATA IN YOUR PHONE.
Go ahead I did not have any trouble at all installing this ROM in Mi4 and it is quite stable.
Bugs:
- Camera doesn't work (picsart camera does work but don't expect quality)
UPDATE: I tried several cameras and Camera Mx works perfectly and picture quality is 90% near to stock MIUI Camera app. A sample below in evening low light conditions.
Some cool features are there and yesterday I tried Mokee ROM which has the same bug but has some more features than CM 12.
CM 12 is based on GAPPS and English language, but Mokee has lot of Chinese elements.

ANTUTU BENCHMARK RESULTS (PERFORMANCE MODE)
This test was done on Mi4, but this CM12 build was done for Mi3 primarily and adapted to Mi4 the name is not yet changed (This is only a first build) and hence the name is mentioned as My Mi 3W.
Most Important Update: Battery performance. Excellent battery life under regular use, day-before-yesterday when I was fiddling a lot with the phone taking photos, tweeking this or that, listening to music, playing candy crush, etc. I got a full day on a single charge (charging from 11:30 pm to 5:30 am) and 6% battery remaining when I plugged in the charger.
Yesterday, I was using the phone only to make calls and check mails etc., no games and no fiddling and at 11:47 pm it showed 40% remaining. This was in balanced performance mode.
Today I switched to Power Save mode, which restricts data and services when the screen is off and at 5:16 pm 69% is remaining.
